Javier Chilo
Psychologist, criminologist and forensic psychology expert with more than 25 years of institutional and academic experience in Argentina. Former Head of the Criminal Behaviour Analysis Department at the Public Prosecutor's Office of Córdoba, and director of the Bachelor's Degree in Criminology and Security at Universidad Siglo 21.
Javier Francisco Chilo holds a degree in Psychology (National University of Córdoba, 1998) and is a specialist in Clinical Psychology and Mental Health from the Neuropsychiatric Hospital of Córdoba. He has more than 25 years of experience investigating complex violence, criminal behaviour analysis and psychobiographical profiling.
He co-founded and headed the Criminal Behaviour Analysis Department of the Judicial Police at the Public Prosecutor's Office of Córdoba (Argentina), where he directed expert reports on victimological and operational criminal profiles and created the ACCEN protocol for analysing drug-trafficking structures. He trained at Germany's Federal Criminal Police Office (BKA) in operational criminal behaviour analysis (2004), with INTERPOL in testimony and interview evaluation (San Francisco, 2015) and with Cuba's Ministry of the Interior in the Integrated Psychological Autopsy Model (2006).
At Universidad Siglo 21 (Argentina) he is the disciplinary lead for Criminology and Security, director of the Bachelor's Degree in Criminology and Security and of the Technical Degree in Crime Scene Investigation, and coordinator of the Master's in Criminology and Forensic Sciences. He is a founding member of the Fundación Neurociencias Aplicadas al Derecho (Colombia) and an international member of the International Academy of Forensic Investigation, Criminology and Criminal Profiling (Brazil). At EICC he contributes technical and scientific expertise in criminology and forensic psychology to litigation before the International Criminal Court and other international justice mechanisms.
